To Mission of the NCCSC is to train operational level officers in standardized Command and Staff duties through professional development to effectively accomplish the Constitutional Roles of the Nigeria Customs Service

Brief History of the College

A record of our institutional journey, growth, and the evolution of customs training in Nigeria.

The Idea of a Command and Staff College for the Nigeria Customs Service was proposed sometimes in the year 2000, during the tenure of Alhaji Ahmed Aliyu Mustapha MFR as Comptroller - General of Customs. A Parcel of land in Karu was initially earmarked but was subsequently discontinued due to the inadequate space area and location. The Service secured approval for the main site in the year 2003, while construction work started in 2006 under the leadership of His Royal Highness Dr. Jacob Gyang Buba CFR as Comptroller- General of Customs. Those were the days when the use of red bricks was in vogue, hence most of the buildings in the college were originally of red brick. Construction work in the college gathered high momentum during the reign of Abdullahi Inde Dikko, CFR as Comptroller General of Customs. The effort led to the completion of construction work in the last quarter of 2011, after completion, Nigeria Customs Service took advantage of hosting the global customs community through the World Customs Organization (WCO), Policy Commission to officially commission the magnificent edifice on 11 Dec 2011 to serve as a college to Conduct on the job middle - management training for officers of the service. During the commissioning, the Secretary General of World Customs Organization at the time, Mr Kunio Mikuriya inspired by the world class infrastructure of the college, requested its designation as a Regional Training Center for West and Central African Region, a request granted by the Nigeria Customs Service. Since its commissioning, the College has played host to several short term courses organized by the Service, Other Agencies of Government, United States Embassy, Economic Community of West African States, GIZ other development partners and the World Customs Organization. It was in 2016 that the giant step towards commencing Command and Staff Courses was taken by the past Comptroller General of Customs, Col. Hameed Ibrahim Ali (Rtd) CFR. His approach was borne out of the fact that, curriculum development must be accorded the same importance given to physical structures. He sought partnership with Armed Forces Command and Staff College Jaji to guide the process of the take-off. A joint Committee of both institutions produced a blue print and implementation plan for the commencement of Senior and Junior Courses. A memorandum of understanding was subsequently consummated between the Service and Defense Headquarters to facilitate the process, Under the agreement, the Defense Headquarters seconded a Training Assistance Team from the Armed Forces Command and Staff College Jaji to complement the College Directing Staff on ground. The training assistance team comprised one Chief Instructor and 3 Directing Staff who worked with the pioneer Customs Directing Staff from August 2017. On 11 Jan 2018, the college opened its doors to first set of 40 participants for Senior Course, while the Same number reported for the Junior Course on 18 Apr 2018 thus marking the beginning of full command and staff courses in the college.
